I think this may be a case of switching scouts recently. Not sure. There's some movement in the stage just before staff hiring but it's largely meaningless. Just some scout shuffling / ratings updates taking effect. Not unmasking.

Although your new scout *is* "excellent" rated for QBs, so it could be a sign that most people are overlooking him to a degree.

Older players tend to not get a lot of offers until after the draft starts. People want to see what they can get in the 1st or 2nd round before unloading the rest of their picks.
