When a player is put on IR does that free up any Cap room or effect you Cap in anyway?

No it doesn't. However you can sign a new player that will reduce the cap penalty so increase your cap

Yeah, there's this odd thing where you'll often find your available cap space increasing once you sign a player after IRing another one. I forget what the difference is exactly, but IIRC it's kind of like the game takes the IR guy off the books in a pro-rated way, and the new signee is only on the books in a pro-rated way. I emailed Jim about this once, and he insisted nothing was wrong, so...

Long story short, it at least won't affect you negatively that I know of.
