VOL in TC?

Is there? Wondering if there's a legit reason to bring 70 into TC for the purpose of having a buffer for someone who dies to VSOD.

I'm not sure. I guess my assumption is that development/vol/etc happens during the TC as it always did, but was just not revealed until Ex2 for reasons maybe only Jim understands.

I always bring 70; if nothing else that's a few extra rookies who get development boosts that I may need to call on later in the year.
