Now that Anchorage has let all the staff go, how does this process work...

It's all one sim. Go to Retain Staff, click Finished with Renegotiation (when you are done), then the preferences screen comes up.

You can only renegotiate with coaches in their final year. Even if you don't, you still click finished with renegotiations to move to the staff preferences. If you want to fire everyone, set them each to 100. Then change the preferences below to what you want in each attribute.

If you don't do this, the default setting for firing a coach is 50. So if there isn't a better option, you'll keep who you have. At least if you set it to 100, there's a better chances they'll be replaced.

I think saw & Hooper cover it here. It's not a great amount of control, you just set your preferences and hope for the best.
