This seems like a recurring issue with the Draft Utility here. The database for the draft utility is even being hosted externally this year, so my guess is the host here is being a little too sensitive to lengthy PHP scripts being run (i.e, uploading your own bars)

If this keeps up we'll have to try and switch hosts in the future for the draft utility, though I don't know if that can be done mid-draft.
