High end or older free agents will regularly reject them right now if there isn't enough money. This happens quite frequently in cap reduced leagues. Once the season starts they get their act together.

Of course I'm not looking at the contracts atm, so who knows...

Free agents regularly turn down contract offers if it's not good enough, even if there are no alternative offers, just as garion said.
