I'm ok with a 40% cap reduction. Crazy yes, but that's how I see it. Knowing that it won't happen, I'll just say that it would be nice to have. It'll likely keep cohesion down, boost Free Agency, and balance the league. BUT, and it's a HUGE BUT, only for teams that understand how you have to play under a cap reduced league, and part of it, is using the capout ALOT. If you have GM's who don't understand how to play under that scenario, you do nothing for the balance, except feed talent to the people who do understand it, thus creating a balance disparity, but in another direction.
Now, regarding these ghost contracts (if you really want the player). Personally, I find them damaging to the bidders. And to me, the ONLY reason I find it damaging is because if most of what a player wants is big bucks in year one of the contract, what good does it do you to backload the fuck outta these contracts, forcing other GM's to raise their bids (which most likely will cause their offers to increase overall, causing the money earned in year 1 to increase, causing you to potentially lose out on the deal. Why do that to yourself? Me personally, I want to keep the bid as low as possible overall, while maximizing my payout in year 1, and keeping it slightly higher than everyone else.
Maybe I'm wrong...
