Both are very good, but I think Sal will give Kinney a run for his money. He had a +5 camp, so the story isn't finished on him. It will make for a good competition to watch, between those two.
I think it's not that they are useless, it's that they can't be taken really literally except at the extremes. The really really good, and the really bad. Kind of mirrors real life, where you have the broad strokes (player cards), the development history to guess where a player is headed, and the production (where you have to weigh against just being lucky, etc).
Enough noise that it's not easy to figure out, not enough that it's not worth trying to.
