From reading, I'm guessing this draft was very weak in talent or are all drafts pretty weak down the stretch?

It's a fairly recent trend. I think it has to do with us switching to OOTP11. In the past, I normally drafted until the end, but the past two years, from my scouts, anything after the 5th round is just trash.

I don't know how it would work with the feeder leagues, but I remember we used to (or still do) create 15 rounds worth of players for a 10 round draft. It would provide more talent since theoretically the spread of talent would be the same over 15 rounds of guys as with 10.
