I'm confused as my scout has his ratings not exactly where I want them to be, but in his assessment he gushes over him and says he's the 2nd best player in the draft. He's an excellent scout and he has a huge budget so I'm going to defer to him and take the leap of faith.

I almost passed on Evil Ways for a starter I like, but, one thing I've never had in California is a shut down back of the bullpen type pitcher.
