In 1987, the HOF opened it's doors to Pete Kellum. He received 95.5% of the vote.
That same year, Mutsohito Kuramochi finished with 72.7% of the vote.
It seemed that he was just a few votes away from being inducted. But then something happened.
In 1988, his support dropped to 65% as the only name on the ballot.
The HOF took a few years off, needing to restructure the system and create a new (and better, I should add) HOF committee.
In 1992, the HOF was back and Mutsohito Kuramochi had his opportunity to join Kellum in the enshrined. Instead he landed 12.5% of the vote, effectively eliminating him from future consideration.
No one (obviously) has come so close and been rejected. In 1993, we will see if Latham and Stiver's careers will stand better to the voters or if their candidacy will also face less support in the coming years.
I don't think Latham gets in... that is, unless someone wants to go all Blyleven, and continues to talk him up until the next election.
So, the 5 owners who didn't vote for him are such a tight voting bloc that there's not much chance of 1 of them reconsidering? It's not like he fell 6-7 votes short.

Based on Win Share data, which first became available to us in 1981 through his retirement after 1988, Latham ranks with fairly select company. He also did most of that in his mid to late 30's. I don't think you can discount that.:
Guys will put X amount of effort into voting if left on their own... If you're passionate about a candidate... talk about it. I know I will when I see a guy I'm passionate about.
