Just kidding, this is correct. My understanding is that the international scouting budget is strictly for the hidden international players feature, which we have disabled.
Amateur scouting budget covers everyone in the draft, foreign and domestic.

I always thought max scouting was the amount you have in budget space.
If I knew how to do those quick test like the guys on the OOTP forums... I'd run and re-run season after season spending different amounts to see how accurate the ratings are at each money threshold.
