Look at the $ for Free Agents (Cap): line from the Front Office page. It shows you VIR has 7.24mil to offer to FA's right now, even though the have a starting balance of $10+ the projected budget room. Why? Because the current VIR payroll is = $92.76mil. 100-92.76 = 7.24
Same with $ for Extensions (Cap): It shows VIR with $20,083,000 available even though the budgeted figures should allow $25,073,000. Again, 100mil - projected payroll for 1992 of 79.917,000 = the 20,083,000 figure.Philly Freedom

I think the "soft" aspect only allows you to go over if you promote a minor league player or in the offseason if your salary structure was set to be close to the cap and you lose an arb case and a player gets more, pushing you over the cap.
