The way I see it, I'm pretty much 19th or 20th in financials whatever way you cut it. So, since I'm on the bottom of the totem pole, do whatever makes everyone happy...except for Brad, do the opposite of what he says.

Ok, I made some changes and really like how I have this working. I spread the teams out across market sizes 1-10. There are two teams at every level. The placement was determined first by current market size, then by current budget.
Here is the new market sizes and corresponding media revenues:
The gap between budgets stays virtually the same as it is now. The league average goes up by about $5 million but for the most part, your current budget should be a good guide on how to spend for 1981.
These settings remained very stable over the long term in my testing. The only major changes were when a team's market size changed. Teams also experienced changes when they went from a really good season to really bad or really bad to really good.

IMPORTANT!
You'll notice that these media contract numbers are an increase from the current contracts. Don't be fooled by this. You'll lose in merchandising revenue what you gain in media contracts. The current budgets are a pretty good guide on what you are able to spend this off-season.
