If you're looking for a good way to do an expansion draft, here's some reading for you:

Obviously, the numbers would have to be adjusted to compensate for the difference between BLB teams and the number of teams in MLB at the time of the 97 expansion, but it could be a start.

What are the in-game options for expansion? I'm not sure they offer a version where you can add people to your protected list each round. That would be sweet though.

It's 35 rounds and we can set the protected list from 0-30 players. Can't change it after each round.

Is it 30 of the 40 on our 40 man? Or in our entire system?

That's pretty exciting. That's some big decision. But, it also shows the crappy teams that these guys are going to have.

If I get into the league....I'll bet I don't have the worst team in my first season. I know how to get the most out of my players!

The 30 man protected list is fine with me, and should create a decent pool of players to choose from. I don't know if we'd have to adjust that number to facilitate 4 new teams at once. I've got a few contracts I'd love to unload if some poor expansion owner would like them.

We should also retroactively give postseason bonuses and revenue to all teams that won 103 games and missed the postseason.

That's 103 wins TOTAL since '78 right? I'm for it!

The more I think about it, I don't think we should make the move on the new financial system until we expand. I really don't like the thought of trimming my roster this year to fit my new budget, then losing some more quality players next season.

                            Doesn't seem fair to me.

but seriously... you should totally be allowed to take advantage of a flawed financial system for another season... really, you should... seriously...

If I were one taking advantage of it...

Besides, we've functioned under that system for 3 years now, why not one more? I've been one of the biggest proponents of a new financial system, and absolutely detest the one we have now. However, there's only a handful of teams, if that, that will have to do some cost-cutting this offseason to make this new system work. I'm one of them. However, now I'm expected to cut 10+ million in salary this offseason, as well as eventually lose some quality players next season?
