Has anybody else seen your scout give players different ratings based on where they pitch...i.e. better ratings a reliever than a starter?

Yes, but not in this league. At least, I haven't noticed it yet. I've noticed it in another league I'm in playing X.

I have a reliever there that wants to be a starter. When I switched his position to SP, his ratings were slightly different.

        Yes.

A lot of RPs who move to SP will lose a rating spot or two, usually in "stuff" because they are throwing more pitches.
        Wilmington Wildcats- 2057-
        Seattle Pilots- 2017-2041

Correct. My understanding is that a reliever only needs 2 pitches so their stuff rating is essentially the average of their top 2 pitches (with velocity factored in) so if a guy has 2 great pitches and 1 lousy he will have a better stuff rating as a reliever than a starter.

So in the event that Lopez makes the All-Star game, does the All-Star money get prorated between myself and Linty? Or is it all mine? I gotta make up 20 mil somewhere around here....

All Stars have always been the team he's playing for at the time he's voted in.
