Is this feature going to be reviewed for use in future years with OOTP 10?

I think it would be a good idea.

We'd get more talent into the league. I know there was some concern the last time we brought this up pertaining to the rich getting richer, but what if we put a limit on how much we could use for international scouting? That would curb a team from raping the international market.

But really, if a team wanted to put 75% of their scouting budget into international scouting, let them. They would suffer in other areas.

But, this could really help teams that REALLY want to rebuild. they could use their resources for the ammy draft and international scouting, knowing they had no interest in BLB level players for a couple of seasons.

    Just some thoughts.

I think we need to get the new feeder system implemented and working before we investigate something like this.

I thought that in prior versions, you couldn't turn this on once you had started a league with the feature disabled. Am I mistaken or has this been changed?

I believe you can enable it now but IIRC the consensus was that the OOTP implementation of international scouting is kind of lousy. Not sure if the issues have been fixed in X
