Positional Strength isn't rating the individual... it's rating the ORG... so it's saying you have the 2nd best pitching from Top to Bottom in your ORG and he's the best prospect. Then the overall rank is a composite of where you ARE (current), factored against where you COULD be (potential).

Just to prove how bad my luck is... we're a -4 in PYT. Which is the highest in the BLB.
