        Pretty much, but it's really dependent on Service time not years in the league.

          Less than three years of BLB service time - league minimmum.
          Three years or more but less than six years - arbitration.
          Six years or more - free agency if not resigned.

          Major league service time is measued in days on an active BLB roster or on the 15-day DL. Something like 171 days equals one year, but I am not sure of the exact number. In the last version of the game, time on the 60-day DL did not count as major league service time and I think it is like that still, but I am not sure.
