I put an offer to extend SS Freddie Mangan. He clearly didn't sign, but I don't see anything that says he rejected the offer I sent. Did I mess up somehow?

If you look at free agents - pending offers you might see that he's still considering it.

There is a strong possibility that I only clicked on "Ask for Response" and not "Submit Offer". Because I manually submitted $750k arbitration to Stepanek and it went through successfully.
