I tested this a little bit and these %'s definitely play into contract demands and arbitration figures. Riverman's suggestion definitely feels the best to me.
As an example, under our current settings Maine SP Clint Waits is estimated to get $1.1m in Arbitration next year. Under Riverman's settings that number changes to about $3.5m. Looking at his stats, the 2nd number seems far more accurate for a guy with a career 3.85 ERA and was 17-4 a year ago. Even if that one year is an outlier (which it certainly is) he has still been a solid starter despite not having great ratings.
