Based on my drafting history, you probably shouldn't listen to me, but here's what I do:
I create Excel spreadsheets (I know, I'm a nerd) with all the relevant scouting data from my individual scouts (the game allows you to export this data, thankfully). I then come up with aggregate ratings based on this information, utilizing all of the info I have. I try to pick players early that all my scouts like, under the assumption these will be the safest picks. I mainly use the talent ratings for this (Contact, Power, Stuff, Movement, etc.). Of course, we all seem to have pretty similar lists using this method.
Finding diamonds in the rough is practically a crapshoot. There will always be a few guys that one of your scouts will really like that the rest of them won't. That player could slip a few rounds. There are also the intangible ratings, which the game manual says affects how a player will develop, though that seems to be an inexact science based on my research. But yes, the top rated guys will all be gone by the end of the 2nd or 3rd round usually and after that there's no telling what you'll get. In my case, all my picks have been awful.
