You need to put him on your 40 man roster

Yes, you only need to post the players added since the last sim.

If anyone is on with OOTP, can someone explain to me why my CF/RF, Mark Mabbett is eligible for Rule 5 or if that's a bug?

A BLB contract is not the determing factor for Rule V eligibility according to the game (see, for instance, Tsunayoshi Sato of Dallas who the game says is eligible); it is whether or not you are on the 40-man roster, which you are not if you are on the 60-day DL. Also, if a player is in his auto-renew years and is on the 60-day DL his contract reverts to a minor league one at the end of the year (see, for instance, Ryon O'Conners on my team).

Because he is not on your 40-man roster and he has exceeded his exemption years.

            Exactly.

I've never seen the rule state contract or years of service. The rule is in place to prevent teams from stock piling talent minor league players.

So, any player is eligible no matter their contract, status, or years of service.

The only players not eligible are those:

Drafted/Signed at the age of 18. They are exempt for five years.
Drafted/Signed at age of 19. They are exempt for four years.

It seems like the common misconception is that players can become exempt from the draft after those exemption years. That is not the case.

Even that 40-year old player that's been in the league for 20 years can be selected if he is on your roster and not protected on the 40-man roster.
