Sections 7 & 9 of the RULES has info... there is a utility for transferring money.

For clarification, I need to turn the utility on before people will be able to transfer money. However, i need to update the bonuses database before I can turn it on.

Normally, stadium fund transfers only occur between the end of the playoffs and start of free agency so there is a limited window. However, that window is a little bigger this year with the expansion draft.

I should have things ready to go by tomorrow at the latest.
