How often do players get moved from majors to AAA to AA and back through the ranks. I ask because I have a young pitcher in AA that has been doing rather well in AA over the last couple of years. Can he go straight to the bigs or does he need AAA experience first? I want to try new things since I'm pretty much out of playoff contention. Also, I have a player who sent an email that said he'd like to be traded to a contender. I'm tempted to oblige even though he's one of the very few halfway bright spots on the offensive side. Moving guys up and down levels depends on a couple of things. If a guy is doing well at a certain level over an extended period of time, say a minimum of a half a season, I'd call him up. Your scouts may disagree, but you never know until you try. On the other hand, a guy may be struggling, but your scouts will want to move him. Sometimes this will help a guy break out, sometimes he'll just do worse. Be careful with your best prospects though.
Use your minor MINOR LEAGUE SYSTEM tab on your teams homepage. That will tell you whether either your scouts or SISA thinks your players should be playing at minor league level wise, but its not always correct.
Myself, I try to start guys out at the lowest levels after drafting, and move them up as they develope the way I want them to. After some experience you'll see what I mean by that. You'll only want a guy to move up a level when they have certain ratings/stats.
If your guy has been doing well over the last couple of years, I'd move him personally. But thats just my opinion, so dont blame me if he tanks, lol.
As far as moving guys from the majors to the minors, they only have, I believe, 3 option years. That means once they get called up from the minors, they can be moved down to the the minors for the next 3 years. After that they'll be out of options and they'll have to clear waivers to be sent back down. Its best to only move guys up when you truly feel they are ready, but thats not always possible to do.
As far as the guy that wants traded, if he's one of your only bright spots and you plan on rebuilding, I'd look to trade him for some prospects that may be ready within a couple of years. By then it sounds like you should have some cash to add some good FA's to your team to compliment anything you have in your system.

Is there a way to rescind an offer? I accidently pressed make offer when I meant to press meet demand.

If I've got guys that are Rule V eligible and are eligible for free agency, do I have to offer them a big league contract instead of a minor league to avoid them getting snatched up?

If they're minor leaguers, you can offer them minor league extensions.
As for Rule V eligible players, you must place them on your 40 man roster if you wish to protect them.

It will allow you to withdraw the offer, but like I said, the guy will be offended and probably wont deal with you anymore.
If you made the inadvertent offer since the last sim, you can download the league file from this website and start over with your changes for the next sim.

If you havent closed/saved your game since making the offer, you can also Ctrl/Alt/Delete and close the OOTP process. This will close the game without saving it, and your offer.

I see part of what happened. I'm betting that Skerik put a lot of weight on the maturation of (1B) Scott Limont this year and when he got hurt, all hell broke loose. After wading through a lot of the info, Baltimore really isn't too bad off. If I can get a couple of good young prospects in from a trade or two, I don't think I'll be too badly off. My pitching staff is actually pretty solid and from what the "experts" say, that's the first step to building a successful ballclub.
