In the game I can't seem to offer any personnel a contract.
So, commish, I'm wondering if it is possible for you to do this, and if so, I'll post who I want in the coach and scout forum.

Yup, personnel contracts dont happen in the game. I see you've already found the coaches and scouts forum though.
