Forgive me for doubting the explanation offered by The Man.
No worries. He also acknowledged that the game looks ahead even if you're only offering a 1 year contract. He's changing that for OOTP 9 but we're SOL for now.

I'm willing to manually enter offers for 1 year deals as long as it is under the money available for signings number on the team's Front Office screen.

Also, I'm not very happy with his answer either. I still think something else is going on here because this is a new issue (one we didn't experience with the 1st version of OOTP 2007). I pushed back on it but there is very little chance of us getting a resolution or better answer until OOTP 9.

So OOTP 9 should be out by what, Springish?

          Yes.

I offered a few free agents contracts and when reaching another player I was declined by my owner despite still having 12+ million to spend.

I lowered the deal to one year and was still not allowed by my owner. I figured the owner realizes the money must go elsewhere so I didn't complain.

I didn't know it was for arbitration. I have no problem with the restriction. Option 2 would be detrimental to a GM. They could hit the red quick that way especially since arbitration is unpredictable.

Despite the fact that I have arbitration eligible players next season, my owner allows me to offer contracts up to the amount of money I have available whether on a one year contract or multi-year. To me it seems obvious that Markus is just BSing us. It doesn't seem right that owners are unable to offer contracts because of some glitch but I guess it is to my advantage since I am not experiencing the problem.

I had a NEW FA offer problem. When I went back into my game today to export for the SIM, one of my offers (which was "favored) no longer appears on my pending screen - eventhough it did when I shut the game down last. I didn't know what to do and didn't want to get missed, so I resubmitted the offer. Hope that doesn't screw shit up.

That used to happen to me all the time - my pending offers would disappear. I think if you re-offer the same thing, you can't go wrong with that approach. As long as you remember what you offered previously, since you now have no way of knowing unless you wrote it down somewhere.

Also - if we want to raise an offer that is already considered favorable, we need to withdraw the offer and then resubmit? Is that correct?

I know if you withdraw an offer, you run the risk of pissing the player off to the point that they won't negotiate with you.

If you were previously favorable, you can just resubmit the same offer, you don't have to withdraw it first. As Sully said, if you do they may tell you to f-off.

It's not letting me just resubmit because it's telling me I don't have enough cap room. It's adding the offer I'm resubmitting to my overall FA dollars spent without subtracting the offer I'm replacing it with.

The problem I'm now having is that if I withdraw an offer I don't get the money back into my budget, so this could become problematic pretty quickly.

Are you sure? I just looked your Proj. Budget - coaches and salaries - all your pending offers adds up almost exactly to your Proj. Budget Room. I think the only reason it was off was because I used the average salary offered instead of next years salary.

Skerik was having this issue and if I remember correctly it was fine the first time he opened the game but then if he closed out and went back in the offers were gone. They are technically still there (show up fine in my copy) they just don't appear in your copy until you re-download the new league file.

If this isn't the case or if you want to PM me a name and let me double check my copy, let me know.

What I did this morning quickly was withdraw an offer for like $1.6mm since I no longer need that postion and it didn't change my available budget at all. Maybe it doesn't change until we sim forward?

Sorry I'm a bit late to the party, but seeing as I have been made an example of (I actually like it, it gives me hard evidence rather that having to do the math) I thought I'd chime in. I agree, mostly, with all of the reasoning. The only thing I have an issue with is the result. Now that I know the cause it's hard for me to backtrack and make it work although knowing the why earlier would have made it easier to adjust. I would like to see a one time fix to combat the poor info so that teams can look at being competitive right now. Having to overcome a $7+ mil deficit is next to impossible at this point without dropping into the "rebuilding" stage again by trading away some big players. On the other hand I do see the danger of trying to adjust to the financial system. The numbers will balance out in time (I hope) but it will make this season (and the next few) a bit of a drag.
