I'm not really interested in resigning anyone yet... but when I look at people's contracts and hit the "meet demand" button, I am always told that the Owner does not approve the money be given to the player to sign a new deal... Yet when I look at the screen, it tells me I still have 18 million free to spend on contracts... what gives? Also, is there a point in the offseason where I will get a chance to resign these guys before the other teams do... and my owner will allow me to do it?

It was an issue that was supposed to have been fixed in the last patch, but seems to have gotten worse. Not quite sure what to do about it.

I don't think this problem is related to expected arbitration awards since teams have the option of declining to offer arbitration to any player. I'm pretty sure it is related to offers made that have been rejected but for some reason the system treats the offer as though it were accepted.
It is discouraging that the designers of this game either can't or won't fix this problem as it has been around since the first version of OOTP 2006.

I had something similar to this happen in another league I was in. I chalked it up to a couple things:
- The owner didn't want me to sign that player?
- Owner didn't want me to use almost my entire budget for 1 or 2 guys?Dallas Snappers
