I don't understand financials enough to really comment.
I guess I don't mind giving up $7m since I have one of the highest budgets in the league. If it keeps things somewhat level that is fine with me. I remember when I first took over and just got crushed market wise. We had the worst record in the BLB in 2000 after blowing it up because we didn't have the money to compete. With 14 straight winning seasons, 6 playoff appearances, and two rings we are in the upper level now.
I don't want to see some teams with $50m more to spend, but I also want to see the money based somewhat on winning and losing.

Every season I've been fiscally responsible, but I seem to keep giving money away. My team budget, I believe outside maybe one season here or there, has never had a payroll over $120-122m. That includes not putting all zeros in for scouting and PD. I've never done that as I think it's not fair play, personally speaking.
I feel like whatever money I make never finds it's way to cash. OOTP gives it to my owner - i.e. I lose it. Or it goes to losing teams through revenue sharing i.e. - I lose it.

Teams that continue to run a deficit will have to eventually pay the piper for a year or two. However, we do need to get rid of that 5MM bailout to stop the rich from getting richer.
