I'm not sure how deep into the rules you've gotten but a quick snippet on how things work:
Players are the property of a BLB team for five to six full seasons. It's less than six if they are Super 2 players but you don't have to get into the whys or whatever. Just know that when a player says "Arbitration Eligible" they can't go anywhere unless you decide on your own to withdraw an arbitration offer, effectively releasing your hold on their rights.
In this league, we are not allowed to offer a player a contract extension until they have gone through at least ONE arbitration period. In the case of Churchill and Flores, they have both had two arbitration periods.
You can see this by looking at their player card and seeing "Received a 1-year contract worth a total of $2,500,000 through arbitration."
So you have the right (meaning you always had the opportunity but because of league specific rules, you wouldn't have the right to do so until after the first arbitration period) now to offer them an extension. You did during the season as well. Your decision when you want to.
Both players could be unhappy with your extension offer and tell you they won't discuss a negotiation, but they won't be going anywhere. Looking at the financial report screen, Churchill is expected to make about $14.4 MM in 2015 and Flores $9.8 MM.
Go to the Arbitration Screen so you can change these numbers and click "Change" (Do not click Withdraw unless you want that player to become a free agent. Remember what I said before).
The trick here is figuring out what number would help you win the arbitration case. You have no idea what the player will ask for. If someone knows a formula for figuring this out, please share because I don't have any idea what it is. So you go in blind with an offer. If you go too low, the player will almost always win because the arbiter will rule in their favor. If you go too high, you'll definitely win but be locked in at that price. The number you see on the screen (as well as the financial report screens) is an estimate. It's not final and you don't know how much lower you might be able to go.
Hopefully that helps. No matter what, Churchill and Flores are not going anywhere for now.Denver Bulls

I thought we are not able to offer an extension until the end of their arbitration period (last year eligible) to avoid Clown kind of contracts. .
Am I right?

They are explicitly ineligible for extensions at the present time according to league rules.

Carlos is correct. All rules can be found in the rules HTML under the BLB drop down. Contracts is #14. They must have 3 "player received xxxxx through arbitration" in their player history before extensions are allowed.

CONTRACTS
If Team Option is used the Buyout must be the difference between Option year and highest Guaranteed year.
Only one Team Option may be used per contract, and it must be in the last year of the contract. This prevents people from stacking Player Options after the Team Option.
Players cannot be signed to contract extensions until after they have received their third arbitration contract. Players become eligible for contract extensions once they have three "Received a 1-year contract worth a total of $xx through arbitration." in their player history.

Thought it was allowed after they've gone through arbitration at least 1 time.
Please kill the contract extension I offered Ontiveros.
