Traditionally, A, AA, and AAA teams are affiliated with a parent club (in our case a BLB level team). Those lower level teams make up your minor league system. All players on the A, AA, AAA rosters are technically "property" of the Major League team and can be moved between levels (up to and including the Major League/BLB level) at the discretion of the Major League management/front office.
There are rules that dictate how long a player belongs to the organization after being acquired (most through the draft or minor league free agency -- nondrafted or non rostered players). Essentially a player's rights are owned by the parent club for a set number of years (usually 6 years) after which they can opt to become a free agent.
So, to simplify: Yes, the major league team can move players between levels in their own organization. No, a major league team can not take players from another organization's minor league teams; they would need to be acquired via trade.
Once a player makes it to the major leagues, there are rules that govern when and how many times he can be sent back to the minor leagues. A discussion for later.Philly Freedom
