An independent league would force the older guys - like 25-33 or so - to look for work elsewhere (and get it) instead of waiting out for a minor league deal they wouldn't actually take if they have talent.
That alone will force teams to forget rounding out their minor league roster with those guys, which forces more young players to be down there and play. And unless those guys get a chance in the BLB, they will opt to get a chance somewhere else (Microbrew Baseball League or something). So if you want to keep those minor league free agents, you need to promote them or trade them to someone that will.
As long as the max salary is low enough, it won't take away great players. But you make it less than the BLB minimum but more than a minor league contract and guys will consider it.Denver Bulls
