What's your development budget at? Scouting? Personnel? Payroll? Subtracted from budget?
If it adds up then my guess is the game accounted for one of those - maybe development budget? - later in the season than usual.

Plus, it SAID it was accounting for those things in the offseason when I set them. Meaning, when I changed those numbers, the projected budget room at the time changed to reflect the changes.
I'm pissed because I deliberately set those budgets and my payroll so that I could add a valuable player in June or July via free agency.Maine Guides

I'm with Funclown's original assessment. I believe that your budget is tied to fan interest. You had a couple of injuries to key players coupled with an ok season this far. I think the higher ups feel like you just won't make the projected revenue based on current performance and have adjusted accordingly.
I say this only because I've seen a similar swing after Coates second injury. But take it with a grain of salt because I'm just really guessing here.

Quite frankly, I never really look at my budget. If I did I'd be in the red every year.
I take last year's revenue and work from there.
