What are your player dev and scouting budgets set at? That might be hogging space as well.

13 and 10, which is actually way down. THose are factored in, my main issue is that if I have the money available for extensions, why wouldn't I be able to offer it in a FA contract for year 2? Basically I can't offer anyone more than a 1 year deal or I get that message.

Have you tried offering a lower salary in year 2 and then bumping it up in year 3 to cover the difference in the player's demands?

It probably stinks since you'll overpay one year, but you get to underpay the previous.
