The player development budget is under the teams' front office----->player development tab. When its open to adjust your budgets, the two locations will be greyed out and adjustable.

This league confuses me sometimes. A guy like Chuckwagon will get a 20MIL contract while a guy like Pete Hudder sits teamless asking for 3 mil per year and gives you essentially the same results.WINDY CITY PLAYBOYS
