        There is no definitive answer. Markus has remained mum on this for years, mostly only saying the impact is minimal but effective.

        That's like saying the blood stain is faded but bright red.

          There was a thread on OOTp forums that stated the PD budget has a minimal but recognizable difference. I haven't had a reduced budget long enough to get a feel for the difference.

          I can personally attest to a bit more ambiguity with a reduced scouting budget. Its still manageable though.

                      Scouting...I don't think means squat anymore. It used to.

                      PD? League average (10 mil I think)and your players progress/regress normally. If you double/triple/ etc player reach their potential quicker (although not a lot)and are more likely to reach their potential. This does not guarantee a player will pan out. Bombs will bomb. Also if you severely neglect your PD budget some players regress quicker. This part is only my observation so take it with a grain of salt.

                      I think that's why when you're building properly you don't buy an occasional big money free agent for a few points in fan interest but sink it into your PD. So maybe a guy develops in 5 years instead of 6 or 7? Maybe he has a better chance to actually pan out? I feel like this was put in to benefit the guy that really wants to build from the ground up, because trust me it gets BORING waiting several seasons in an online league. Hopefully it will be worth it in the end.

                      That's my story and I'm sticking to it.

                          I thought that PD budgets only help? Meaning, I thought that the baseline for normal development was $0.
