Someone refresh my memory on how this works. My scout has a "legendary" rating for international scouting. Yet the international scouting budget is disabled and we all spend $0 on it. So that means....my scout has scouted these players with his "legendary" ability, or not? Where does my scout's impression of these players come from?

Lot's of young "free" great players for the rich! Too rich for my little team. Nice way for the big budget teams to reload without having to draft well.

International Scouting only applies to HIDDEN INTERNATIONAL PLAYERS which are off in our league. That's a completely different feature. These guys who come in get automatically scouted.

No such thing. Budgets are earned under our new system.

Plus, budget is only as good as your expenses. I have the second largest budget, but I can't bid. It's "Free" players for financially healthy teams.
